This seasonal movement causes driveways to crack and settle over time. Proper base preparation is critical. That means removing unstable material, achieving proper compaction, and building an adequate gravel base before asphalt goes down.

Permit Requirements

St. Paul requires a permit from the Department of Safety and Inspections when constructing a new driveway or reconstructing an existing one, even if you are only reconstructing part of it. Permit requirements apply when upgrading from gravel or concrete to asphalt, expanding an existing driveway, installing a new driveway, or adding a parking pad. If your driveway enters onto a county road, you may also need a separate permit from Ramsey County. Sealcoating is considered maintenance and typically does not require a permit. We handle the permit coordination so your project stays on schedule.
