Local Conditions & Permits
Elk River sits at the confluence of the Elk and Mississippi Rivers, which means the soil here varies block by block. Some areas have sandy, well-drained ground. The frost line in this part of Minnesota runs about five feet deep, and that freeze-thaw cycle is what breaks concrete that wasn’t built to handle it.

The number of spaces required depends on your total parking count and building type.
What this means for concrete works
If you’re pouring a new parking lot or doing a major reconstruction, the conduit and infrastructure for EV charging needs to go in during construction. Retrofitting later is significantly more expensive because it requires cutting through finished concrete, running new conduit, and patching the surface.
The Minnesota Department of Labor and Industry oversees these requirements through the state building code. For commercial projects, we coordinate with electricians and general contractors to make sure EV infrastructure is part of the site plan from the start.
